DNUSD DNTA Agreement

Press Release
From: Del Norte County Unified School District

On January 24, 2018, the negotiating teams for the Del Norte County Unified School District (District) and Del Norte Teachers’ Association (DNTA) mutually agreed to return to the bargaining table in an attempt to come to agreement over outstanding contract issues, before entering a fact findinghearing. The fact finding process, which is the next legal step in the process of negotiations, following initial negotiations and mediation, has been terminated because a tentative agreement has been reached by both parties.

Both bargaining teams began working last May to review and revise the entire three year contract. In August, the teams began sharing proposals. In October, proposals regarding compensation and health and welfare benefits were exchanged, at which time negotiations stalled. Proposals that were exchanged as a result of those negotiation sessions, from both the District and DNTA, can be found at www.dnusd.org under the "Negotiations" quicklink on the right sidebar of the webpage.

In early October, both the District and DNTA requested that the Public Employee Relations Board (PERB) provide a mediator to assist in the process of reaching agreement. In November, the mediator completed a three-hour session with the teams but was unable to bring about an agreement. He then released the teams to fact finding. As of mid-January, both teams had selected a panel member for the fact finding panel, and a neutral member had been agreed to by the two other members, in preparation for the formal hearing.

As reported in the Triplicate on January 13, 2018, proposals made by the District and DNTA in October were very close. The release of the Governor's proposed 2018-2019 budget provided new information and budget assumptions that made it possible for the District to return to the negotiations table and to continue to work with DNTA to come to a mutually beneficial tentative agreement.

The tentative agreement includes, but is not limited to, the following general components:
- A 2% ongoing salary increase
- A 3% increase to non-salary based stipends
- Increase to the annual health and welfare benefit cap from $9,711 to $10,500
- Career/Technical Education Teachers can benefit from salary increases based on training and specialty certifications
- A cap on the special education caseload for special education teachers
- Employees, both new to the District and current employees of the District, can be granted up to 10 years of service, instead of the 5 years previously allowed

The tentative agreement will become the new Bargaining Agreement (Contract) upon ratification by the membership of the Del Norte Teachers’ Association and ratification by the Del Norte County Unified School District Board of Trustees.
